Transport Canada MTSR Requirements for Marine Facility Personnel with or without Security Responsibilities

Transport Canada MTSR stipulates through sections 307 and 308 with relevant sections of the International Ship and Port Facility (ISPS ) Code has provided training requirements for marine facility personnel with or without Security responsibilities other than Marine Facility Security Officers (MFSOs).

Marine Facility Personnel with Security Responsibilities are persons who have responsibilities respecting the security of a marine facility and must have, by training or job experience, the knowledge that is relevant to the facility in the areas that relate to their responsibilities.

Marine Facility Personnel without Security Responsibilities are persons assigned to a marine facility who does not have security responsibilities and must also receive necessary security orientation and training. These are any personnel employed by the marine facility/port, such as employees of contractors of the facility or port.

Marine Facility Personnel with Security Responsibilities

TC MTSR 307

  1. (1) Persons who have responsibilities respecting the security of a marine facility, other than the Marine Facility Security Officer, shall have, by training or job experience, knowledge that is relevant to the marine facility in the areas that relate to their responsibilities.
  2. (2) The areas of knowledge include the following:
    1. current security threats and patterns;
    2. the recognition and detection of weapons, explosives and incendiaries and other dangerous substances and devices;
    3. the recognition of the characteristics and behavioural patterns of persons who are likely to threaten security;
    4. techniques that might be used to violate security procedures or to circumvent security procedures, equipment or systems;
    5. Crowd Management and control techniques;
    6. security-related communications;
    7. emergency preparedness and response and contingency planning;
    8. the operation, testing, calibration and maintenance of security equipment and systems;
    9. inspection and monitoring techniques;
    10. methods of performing physical searches of persons and goods, including personal effects, baggage, ships’ stores and Cargo;
    11. the relevant provisions of the marine facility security plan; and
    12. the meaning and the requirements of the different MARSEC levels.

Marine Facility Personnel without Security Responsibilities

A person who is assigned to a marine facility and who does not have security responsibilities shall receive security orientation in

  1. basic security issues and communications;
  2. the meaning and the requirements of the different MARSEC levels, the different procedures required of the person at each level and the emergency procedures and contingency plans;
  3. the recognition and detection of weapons, explosives and incendiaries and other dangerous substances and devices;
  4. the recognition of the characteristics and behavioural patterns of persons who are likely to threaten security; and
  5. techniques that might be used to violate security procedures or to circumvent security procedures, equipment or systems.
