Master 25/50/100 Ton Limited & Restricted License, OUPV Limited & Restricted License Requirements by the U.S. Coast Guard
The Limited Master Less Than 100 (25/50/100) Ton License and OUPV Limited License are designed for those working at yacht clubs, marinas, camps, and community waterfront centers as a launch driver, sailing instructor or camp counselor in a limited area for a specific purpose or set of purposes.
The Limited Master Up To 100 Ton Credential has an important distinction that the operator is licensed for boats that are inspected. The tonnage of the license is determined by the tonnage of the vessels on which the applicant declared his/her sea time. Tonnage is granted as either 25, 50 or 100 GT.
The OUPV Limited License is commonly referred to as a Launch Tender Operator License, as one of its most popular uses is to ferry boaters to and from their yacht club dock to their own boat on a mooring.
The Restricted Master Less Than 100 (25/50/100) Ton License and OUPV Restricted License are designed for those working in a restricted area - for example, a person working as a guide for a lodge on the Alaska Peninsula or a Lake. It does not allow a person to work outside of that area.

Limited/Restricted Master/OUPV General Requirements
- Medical Certificate
- Sea Service Letters or Discharges
- Master: Must be at least Age 18 & Must have U.S. Citizenship
- OUPV: Must be at least Age 18 (Unless OCMI approval states otherwise) & Must be an Alien admitted for permanent residence or have U.S. Citizenship
- All Must Have OCMI Approval
USCG Limited Master Up To 100 Requirements
- For formal camps, yacht clubs, educational institutions, and marinas
Sea Service Requirements
- Sea Service: 120 days service in the operation of the type of vessel specified on the requested endorsement
- Recency: 90 days recency within the previous 3 years
Exams & Other
- Safe Boating course completed within 5 years before date of application
- Pass the limited examination or approved course in lieu of
Other Requirements
- First Aid & CPR: Only required when, in the opinion of the Coast Guard, the geographic area over which service is authorized precludes obtaining medical services within a reasonable time
- Tonnage: The OCMI approval should have a specified tonnage, if not specified, tonnage is calculated in accordance with 46 CFR 11.422.
Sail or Auxiliary Sail Endorsement (Only Authorized for NC Waters)
- Optional endorsement
- 120 days service on sail or Auxiliary Sail vessels, AND
- Pass the CG Auxiliary Sail exam module or an approved Auxiliary Sail course
USCG Restricted Master Up To 100 Ton Requirements
- This is not the same as Limited Master above for formal camps, yacht clubs, educational institutions, and marinas. This is to satisfy the unique qualification requirements of an applicant or distinct group of mariners per 11.201(l)
- Evaluated in accordance with OCMI approval: Example 360 days required for Master 50 GRT Inland reduced to 180 days by the OCMI. The MMC will have the OCMI specific approval such as to specific company, vessel type (DUKW), and/or body of water (Lake Arkansas) etc.
- The OCMI may only reduce sea service and examinations

- Recency: 45 days recency within the previous 3 years
