Maritime NZ Electro Technical Rating (ETR) Certificate of Proficiency (MNZ SeaCert & STCW) Requirements for New Zealand Seafarers

The Electro-technical Rating (ETR) certificate is issued under regulation III/7 of the International Convention on the Standards of Training, Certification and Watchkeeping for Seafarers, 1978, as amended (STCW). With this certificate, you can perform Electrical, electronic and control engineering functions and duties at a support level on a ship of any propulsion power in any operating area.

The information in this guideline covers training, sea service and other requirements for the certificate. It does not cover recognition of an equivalent certificate obtained outside New Zealand. From ETR, you can progress to Electro-technical Officer (ETO).

MNZ Electro Technical Rating (ETR) General Requirements

  • 18 years old, medically fit and have good eyesight
  • Good character and a fit and proper person
  • Must have met the minimum sea service requirements
  • Meet the training requirements
  • Must have the required ancillary certificates
  • Pass MNZ’s final exam

MNZ Electro Technical Rating (ETR) Prior Certification Requirements

  • None required

MNZ Electro Technical Rating (ETR) Sea Service Requirements

  • Option 1: at least 12 months’ sea service on ships of 750kW propulsion power or more
  • Option 2: at least three months’ sea service on ships of 750kW propulsion power or more with structured on-board training documented in an approved training record book
  • Option 3: at least three months’ sea service on ships of 750kW propulsion power or more, with prior qualifications or training that are accepted by the Director of MNZ as meeting the competency requirements of STCW A-III/7

Maritime NZ Electro Technical Rating (ETR) Training & Exam Requirements

  • Option 1 (12 months’ sea service and training course): You must attend and pass an approved ETR training course to achieve all of the required competencies as specified in section A-III/7 of the STCW Code.
  • Option 2 (six months’ sea service and training record book): The training is covered by the six months of sea service and structured on-board training documented in an approved training record book. No additional training is required. (Note that this option is under development).
  • Option 3 (three months’ sea service and acceptable qualifications): This option requires you to have prior training or qualifications that the Director of MNZ accepts as meeting the standards set out in the competency framework for this certificate.
  • You must pass a final exam to show you have met the standards of competency specified in section A-III/7 of the STCW Code.
