FCC Licenses allow the holder to operate specified ship radio communication stations on commercial vessels. If your vessel sails to foreign ports, FCC commercial permits are required to comply with the law. Also, FCC licenses are required to repair and maintain all ship radio and radar stations and all coast stations.

FCC Marine Radio License Requirements

  • Be a legal resident of (or eligible for employment in) the United States
  • Be able to receive and transmit spoken messages in English
  • Pass the examination(s)

FCC Online License Testing Requirements

  • You must take the exam on a desktop computer or laptop (no tablets allowed)
  • You must have a working webcam and microphone

  • FCC MROP - Marine Radio Operator Permit (MP) - Element 1 Online Exam: This permit, known as the MROP, is required to operate radiotelephone stations aboard vessels of more than 300 gross tons and vessels that carry more than six passengers for hire in the open sea or any tidewater area of the United States.
  • FCC GROL - General Radiotelephone Operator License (PG) - Elements 1 and 3 Online Exams: This License, known as the GROL, is a crucial credential for individuals entrusted with the adjustment, maintenance, or internal repair of FCC-licensed radiotelephone transmitters in aviation, maritime, and international fixed public radio services.
  • FCC GMDSS Radio Operator's License (DO) - Elements 1 and 7 Online Exams: This Permit enables the holder to operate Global Maritime Distress and Safety System (GMDSS) radio installations and perform basic equipment adjustments.
  • FCC Restricted GMDSS Radio Operator's License (RG) - Elements 1 and 7R Online Exams: This License qualifies the holder to operate and make some basic equipment adjustments to Global Maritime Distress and Safety System (GMDSS) radio installations, but only on voyages that remain within twenty (20) nautical miles of shore.
  • FCC GMDSS Radio Maintainer's License (DM) - Elements 1, 3, and 9 Online Exam: This License qualifies personnel as GMDSS radio maintainers to perform at-sea repair and maintenance of GMDSS equipment.
  • FCC GMDSS Radio Operator/Maintainer License (DB) - Elements 1, 3, 7, and 9 Online Exams: This License confers the operating authority of the GMDSS Radio Operator's License (DO) and the GMDSS Radio Maintainer's License (DM) (and, by extension, the operating authority of the General Radiotelephone Operator License (PG) and Marine Radio Operator License (MP)).
  • FCC Ship Radar Endorsement - Element 8 Online Exam: The Ship Radar Endorsement is required for individuals who wish to repair, maintain, or internally adjust ship radar equipment and can be attached to certain commercial radio operator licenses.
  • FCC Individual Online Exams: Elements 1-9 online exams.
