STCW-F II/1 Minimum Requirements for Certification of Skipper in Fishing Vessels 24m Operating in Unlimited Waters
A Skipper (Fishing Vessel) is the commander of the vessel and Fishing vessel skippers are in charge of the crew onboard sea-going fishing boats. Fishing Skipper responsibilities range from navigating the vessel and organizing the crew to catching and processing fish.
Fishing skippers may do some or all of the following - hire, direct and mentor crew; navigate fishing boats to and from fishing grounds; manage the deck and fishing duties; record fish catches and keep quality records; ensure the ship is properly equipped and maintained; ensure the health and safety of the crew; and undertake maintenance and emergency repairs.
To become a deep-sea fishing skipper (unlimited area vessels, working in distant fishing grounds in international waters), you need to have a skipper fishing vessel unlimited certificate. Some skippers own their boats, others are employed by fishing companies.
STCW-F Chapter II Regulation 1 defines mandatory minimum requirements for certification and minimum knowledge required for certification of skippers on fishing vessels of 24 meters in length and over operating in unlimited waters.

STCW-F II/1 Mandatory Minimum Requirements for Certification of Skippers on Fishing Vessels of 24 Meters in Length and Over Operating in Unlimited Waters
Every skipper on a fishing vessel of 24 metres in length and over operating in unlimited waters shall hold an appropriate certificate.
- Every candidate for certification shall:
- satisfy the Party as to medical fitness, particularly regarding eyesight and hearing;
- meet the requirements for certification as an officer in charge of a navigational watch on fishing vessels of 24 metres in length and over operating in unlimited waters, and have approved seagoing service of not less than 12 months as an officer in charge of a navigational watch or skipper on fishing vessels of not less than 12 metres in length. However, the Party may allow the substitution of a period not exceeding six months of approved seagoing service as an officer in charge of a navigational watch on seagoing ships covered by the 1978 STCW Convention; and
- have passed an appropriate examination or examinations for assessment of competence to the satisfaction of the Party. Such examination or examinations shall include the material set out in the appendix to this regulation. A candidate for examination who holds a valid certificate of competency issued in accordance with the provisions of the 1978 STCW Convention need not be re-examined in those subjects listed in the appendix which were passed at a higher or equivalent level for issue of the Convention certificate.
