Aids to Navigation Training, Vessel Traffic Service Training, Risk Management Courses and IALA Model Courses and Programs
Established in 2012 and headquartered in Saint-Germain-en-Laye, France, IALA World Wide Academy is an integral part of the International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA) and develop and promote the use of the IALA model training courses. The Academy is the vehicle by which IALA delivers education, training and capacity building. It is also there to promote the work of the IALA Committees.
The Academy is dedicated to assist national authorities in sustainable development and improvement in the provision of Marine Aids to Navigation, including VTS. It enables National Authorities to meet their States’ respective obligations under the UNCLOS and SOLAS Conventions, as detailed in recommendations of the International Maritime Organization (IMO) and IALA.
Some counties have a need to reinforce their national and institutional capacity to deliver Marine Aids to Navigation services to international standards. The Academy assists these States by conducting a technical needs assessment mission and proposing a number of possible improvements which would bring the coastal State closer to conforming to international standards.
Training programs are available through a global network of Accredited Training Organizations and by means of distance learning.
Training Programs
Aids to Navigation Training
- AtoN Technician: The IALA Marine Aids to Navigation Technician series of model courses provides a framework for the training and education of personnel tasked with conducting the installation, servicing, maintenance or replacement of marine aids to navigation and their components.
- Aids to Navigation Manager (AtoN Manager): This training is intended for those responsible for the operational management and implementation of AtoN services. Candidates may be employed by competent authorities charged with the provision of AtoN services as well as port authorities AtoN manufacturers and consultants.
- Master of AtoN Management: This training is intended for those with responsibility for the strategic management and implementation of AtoN services. The Master of Marine Aids to Navigation Management qualification addresses key aspects of AtoN governance from a strategic perspective aimed at senior management personnel concerned with AtoN service provision or its supervision.
Vessel Traffic Service Training
- VTS Operator Training: The VTS operator course provides details of the subject areas, knowledge and practical competence required to undertake the duties associated with VTS operations.
- VTS Supervisor Training: The VTS supervisor course provides a qualified VTS operator with the additional knowledge, understanding and proficiency to - provide supervision for VTS operations; provide leadership; and ensure that co‐ordination takes place between the VTS, allied services and other port facilities and services.
- VTS On-The-Job Training: On-the-job (OJT) training is intended to provide the knowledge, practical competence, and proficiency to perform the day-to-day operations at a particular VTS center.
- VTS On-The-Job Training Instructor: The VTS on-the-job training instructor course covers the knowledge and practical competence required of a trainer delivering on-the-job training at the VTS center.
- Revalidation Process for VTS Qualifications and Certification: This course provides a structured means for VTS personnel to reinforce previous VTS training and maintain a certain level of performance and skills in areas or knowledge which are infrequently used.
Risk Management Training
- Introduction to the IALA Risk Management Toolbox: Practical knowledge of the concepts and international obligations of maritime risk management is needed to provide appropriate and evidence-based safety of navigation risk management as required by SOLAS Chapter V Regulation 12 and 13.
- Risk Assessment Using SIRA: The Simplified IALA Risk Assessment (SIRA) method is a basic, structured method that identifies hazards, and undesired scenarios in a given waterway.
- Risk Assessment Using IWRAP MK2: IWRAP MK II is an advanced probabilistic method for quantifying and evaluating the annual probability of collisions, groundings and allisions within a waterway.
- IWRAP MK2 Expert/Superuser: his module is for those who have concluded Module 0 and Module 2 and have been using IWRAP Mk2 actively for some time.
- Preparing for a PAWSA Workshop: The Ports and Waterways Safety Assessment (PAWSA) tool is an advanced, structured process that identifies risk factors and evaluates risk control options through expert input.
