Located at Honolulu Hawaii, Maritime License Center is the only State approved Maritime Licensing School in Hawaii. The center offers a full range of U.S. Coast Guard approved Maritime Study Programs including licenses, endorsements and more. The programs are conducted at different parts of Hawaii including Oahu, Honolulu, and Outer Island (Maui, Hawaii, Kauai).

The classrooms are located at Oahu and facilities include lecture space, computer-based training space and work space to accommodate navigation plotting on standard size navigation charts. The Oahu facilities have been inspected by the U.S. Coast Guard and have been approved for the teaching of Coast Guard approved courses in accordance with the code of Federal Regulations.

The Captain's classes run mainly in the evening time and require a minimum amount of out of class study time (For most students about two hours per day). Honolulu classes run from 6 p.m. to 10 p.m. Monday through Thursday, and from 9am to 4pm on Saturdays for a period of 5 weeks.

Outer Island Captain's classes (Maui, Kauai) run from 6 p.m. to 10 p.m. nightly, Monday through Saturday (six nights a week), again for a period of 5 weeks. All other classes (STCW Basic Safety, Lifeboatman, Radar, Security, etc) take place during normal daytime hours.

USCG Approved Courses

  • O.U.P.V./Six-Pack: This course prepares the student to meet the Coast Guard knowledge requirements with regard to being able, on navigable waters, to take responsibility for the safety of a vessel of 100 tons or less and with six passengers or less, and be aware of the obligations under Coast Guard regulations concerning safety and the protection of the marine environs. 
  • Master 25/50/100 Tons: This course prepares the student to meet the Coast Guard knowledge requirements with regard to being able, on navigable waters, to take responsibility for the safety of a vessel of 100 tons or less with 7 or more passengers, and be aware of the obligations under Coast Guard regulations concerning safety and the protection of the marine environs. 
  • Able Seaman: This course prepares the student to meet the U. S. Coast Guard requirements with regard to the duties and responsibilities of an Able Seaman, and to be aware of the obligations under Coast Guard regulations concerning the safety and protection of vessel passengers and the protection of the marine environment.
  • Apprentice Mate (Steersman) of Towing Vessels: The Apprentice Mate (Steersman) of Towing Vessels course covers all of the subject areas and materials covered in 46 CFR 10.910 Apprentice Mate (Steersman) of Towing Vessels on ocean and near coastal routes, Great Lakes and inland routes and Western Rivers of the United States
  • Apprentice Mate (Steersman) Upgrade from 100 ton: The Apprentice Mate (Steersman) Upgrade from 100 ton course is intended for Steersman that already hold a 100 ton license. The course covers all of the subject areas and materials covered in 46 CFR 10.910 Apprentice Mate (Steersman) of Towing Vessels on ocean and near coastal routes, Great Lakes and inland routes and Western Rivers of the United States.
  • Celestial Navigation (Operational Level): The Celestial Navigation-Operational Level course is designed for Ocean Endorsements on licenses 500 ton and above. Practical assessments are credited to proficiency assessments as outlined in the Standards for Training Certification and Watchkeeping (STCW) Officer in Charge of a Navigational Watch (OICNW) Table A-II -1.
  • Electronic Chart Display and Information System (ECDIS): Upon completion of the course, the trainee should be able to demonstrate sufficient understanding and knowledge of ECDIS navigation and electronic charts to undertake the duties of a navigational watch officer defined by the STCW Code as amended. This knowledge, skill and understanding includes Column 1 ECDIS competencies of STCW Table A-II.
  • Leadership Management: The Leadership and Managerial Skills Course is intended to provide the mariner with the knowledge, skill and understanding of leadership and managerial skills at the operational level on board a vessel.
  • Master/Mate 200 Tons: This course prepares the student to meet the Coast Guard knowledge requirements with regard to being able, on navigable waters, to take responsibility for the safety of a vessel of 100 tons or less and its passengers and Cargo, and be aware of the obligations under Coast Guard regulations concerning safety and the protection of the marine environment.
