Located in Genova, Italy, International Maritime Safety Security and Environment Academy (IMSSEA) is an international maritime education and training center specialized in the training of senior specialist maritime personnel in various aspects of shipping and related fields. Courses are designed to be responsive to the needs of public sector departments and ensure the effective exercise of flag, port and coastal state jurisdiction.

IMSSEA has been created in cooperation with IMO and is the result of the joined efforts by the Italian Ministry of Foreign Affairs and the Province of Genoa to reactivate in Italy a center of excellence capable of providing advanced education, training and technical advice. IMSSEA is specialized in short and medium courses on global shipping and this makes the Academy an institution that is the only one of its kind among the IMO training centers.

IMSSEA participates to various international projects and activities aiming at technical cooperation and enhancing the maritime safety and security all over the world. IMSSEA also has cooperation with national institutions, like the Italian Coast Guard and the University of Genoa, prestigious companies like the Italian Naval Register (RINA) and Fincantieri, as well as foreign Maritime Administrations like the US Coast Guard and International Organizations, like IMO, European Commission and EMSA.

Training Programs

Institutional Courses

  • Flag State Implementation: This course, based on IMO Model Course 3.22, is intended to provide officers of the Maritime Administration with information on the different obligations and duties of the flag State as required by the United Nations Convention on the Law of the Sea (UNCLOS). The course programme includes resolution A.1070(28) IMO Instruments Implementation Code (III Code), with particular reference to the implementation and enforcement of relevant IMO Conventions and Codes and other international mandatory instruments such as SOLAS, MARPOL, MLC 2006, the ISM Code, the ISPS Code, the STCW Code, the Casualty Investigation Code and other instruments related to flag State implementation, including UNCLOS.
  • Safe Return to Port Procedures Course (SRtP): These skills have been consolidated with vulnerability assessment for Navy Ships and since the early stage of SRtP rules definition, have been exploited to support shipbuilders in designing more than 25 SRtP ships, including 13 prototypes. In the last years, a massive campaign of training activities has been commissioned by shipbuilders, aimed to spread the SRtP know-how in the design offices, shipyards, suppliers and crews.

Tailored Courses

  • IMSSEA plans and delivers IMO Model Course trainings or tailor-made trainings or technical assistance also in regional areas worldwide under specific request of country/countries willing to reach full compliance with international laws and regulations.
