Established in 2002 and located in New York, Seebald & Associates International is a full-service Maritime Security firm and provide the necessary advice, services, and training to the clients to ensure that they are in compliance with all U.S. Federal laws as well as International Maritime Organization standards.

The company’s work will fulfill the requirements of the International Ship and Port Facility Security (ISPS ) Code, the Maritime Transportation Security Act (MTSA), the Security and Accountability for Every Port (SAFE Port) Act, and their supporting regulations, government agency policies, and guidance issued by applicable authorities.

Seebald & Associates conduct assessments and audits of vessel and facility related assessments, plans & audits such as vessel & facility security plan, facility security design, facility waterway suitability assessments, facility response, emergency, and operations manuals and plans and related consulting services.

Seebald & Associates also provides MARAD-approved and U.S. Coast Guard-accepted 33 CFR 105 training for Facility Security Officers and Personnel with Security Duties. Graduates are certified in compliance with federal training requirements. This training is mandated and the courses are tailored to the maritime facility’s operations, personnel, and environment.

Training Programs

Maritime Facility Security Training

  • Facility Security Officer (FSO): The FSO Certification meets the training requirements outlined in the International Ship and Port Facility Security (ISPS ) Code section B 18.1 and the implementation regulations of the Maritime Transportation Security Act complying with U.S. Coast Guard training requirements.
  • Maritime Security for Facility Personnel with Specific Security Duties (MARAD): This security personnel training meets the professional training requirements for persons filling positions in seaport security outlined in current Coast Guard regulations.
  • Security Awareness Training for All Facility Personnel: This Security Awareness Training is for all other facility personnel (who are not assigned with specific duties in connection with a security plan) including employees and contractors routinely working within the facility’s regulated areas.
