Transport Canada Approved Small Vessel Training Program in North Saanich, British Columbia

Located in North Saanich BC, FMI Marine is a Transport Canada recognized institution that provides instruction on commercial marine related courses and marine medical examinations for seafarers. They provide instruction and certification for the Capital Regional District and other parts of Vancouver Island, British Columbia and the Western provinces.
FMI has a hands-on approach to learning including critical thinking scenarios, a tour of an operational marine rescue facility and specialized marine equipment. It is their belief that real-world examples coupled with a hands-on approach reinforces the learning objectives for the student, while emphasizing the reality of potential dangers at sea.
Transport Canada marine courses for commercial vessel operators are mostly delivered in large coastal centers. Many students who reside in remote locations that require certification, do not have local TC instructors available. FMI can bring the mobile training facility to remote regions providing student certification in their local community.
FMI can also facilitate all categories of marine medical examinations.

Training Programs
TC Approved Courses
- SVOP (Small Vessel Operator Proficiency): Small Vessel Operator Proficiency provides entry level marine seamanship skills and competencies for commercial mariners operating small vessels. The course will provide the student with Transport Canada required seamanship skills and safety protocol to safely operate a small commercial vessel.
- SDV-BS (Small Domestic Vessel – Basic Safety, formerly known as MED-A3): This course is designed for the Master and crew members of small commercial vessels. The purpose of the course is to comply with Transport Canada requirements for safety and emergency protocols, Firefighting and vessel and passenger safety. Students have opportunities to handle equipment and are expected to demonstrate identified competencies to the instructor.
- SVOP for Pleasure Craft Operators: The SVOP course (Small Vessel Operators Proficiency course) is a designated Transport Canada certification required for all commercial mariners to operate a smaller vessel up to 5 gross tons. The course provides 26 hours of theoretical instruction and includes, but not limited to, training in seamanship, weather, tides and current, marine emergencies, boat handling skills, collision regulations and much more.
- Restricted Operator’s Certificate-Maritime (ROC-M): Every person who operates the radio must be trained and certified on how to use it. The VHF ROC(M) course will teach the student proper operational use of the VHF radio along with critical procedures/protocols during an emergency. The student will also be instructed in the use of various frequencies, phonetic alphabet, Digital Select Calling procedures and the Global Marine Distress and Safety System (GMDSS).
